The content available on TTS Consolidator will be the same as the agency's GDS from which it is retrieving data. If sub-agents have access to PTC fares on their GDS, they will also have access to those same fares on TTS Consolidator, as the content is being read from their PCC.
As an IATA admin, you can also allow some private fares to be available for your sub-agencies.
As for sub-agents that were added to the system via direct mode; the fares available will be the ones admitted by the IATA, as these agencies don't have access to a GDS of their own and therefore, will be creating PNRs on the IATA's PCC.
